This is foundation of two rows tied herringbone which is a row of herringbone tied with little straight stitches at the cross. Then a zig zag arrangement of flowers interspersed with a motif of tulip stitch.
The trick to these wide complex rows is to be generous with the spacing of the foundation row. it may look wrong at first but by the time you have everything else in it looks heavily embellished.
The central motif of No 39 is 8 detached long tailed chain stitch (its a bit like a single feather chain) worked in a circle. Weave thread or ribbon in and out of the spokes created by the tail of the chains. This can be a very effective motif particularly if you change the colour, between foundation stitches and woven stitches.

Feather stitch is an old time favourite on crazy quilts here are two combinations with a foundation row of feather stitch. from here on you can add all sorts of elements to the ends of the spikes or tucked in between spaces along the main stem. Possibilities are endless.
